Libby Jones, Executive Director

The Charlottesville-Albemarle SPCA is pleased to introduce Libby Jones as its newly appointed Executive Director. With an impressive career spanning over a decade in animal welfare, veterinary medicine, and zoology, including pivotal leadership roles at influential organizations such as the Humane Society of Charlotte, Guilford County, and her most recent position as Chief Operations Officer at Seattle Humane, Jones brings a wealth of invaluable experience to her new role.

Taylor Reinson, Director of Animal Operations

Taylor Reinson joined CASPCA in June of 2023 as the Director of Animal Operations, responsible for leading the Adoptions, Transport, Foster and Animal Care departments. Taylor graduated from Lynchburg College with a degree in Business Management and started at the Lynchburg Humane Society immediately after graduation. She has since held positions at Best Friends Animal Sanctuary, Humane Society of Charlotte and Gaston County focusing on adoptions, foster and animal operations. When not working with the animals, Taylor shares her life and home with her husband, Samuel; her two sons Griffin (4) and Liam (2) and their 3 dogs; Riley, Frank and George.

Heather Sullivan, Director of Finance & Administration

Charlottesville native. Attended PVCC for Administration of Justice. Has worked for the CASPCA since 2005 starting out in animal care and was promoted to various veterinary clinic, development, management, and operations director positions. Was a member of the leadership team that achieved a higher than 90% live release rate in the Charlottesville/Albemarle community. Developed and implemented the CASPCA’s Community Cat program in 2011. Has served as the Director of Finance & Administration since 2018 overseeing business affairs, facility/grounds management as well as the Community Cat program. Has four dogs, two cats, and a parakeet that are all CASPCA adoptees.

Dr. Emily Beichel, Director of Veterinary Services

Dr. Beichel leads our veterinary team with expertise and dedication. Having previously held the position of Director of Veterinary Services with CASPCA from 2008-2013, Dr. Beichel rejoined the organization in 2021 and accepted her second directorship tenure in 2023. She is inspired by animals’ capacity to heal and to trust, and by her own crew of elderly CASPCA alum at home.

Deborah Whalen, Director of Human Resources

With over 15 years of expertise in Human Resources, Deborah is a results-focused leader who delivers talent acquisition, retention and motivation solutions that help companies harness the full power of one of their most valuable assets – their people.

Deborah is an avid dog lover with two CASPCA adoptees at home.

Hilary Bryan, Director of Advancement, Marketing & Communications

Hilary was born in Springfield, MO before studying English, Psychology and International Relations at Canisius College. Hilary has more than 16 years in the fundraising and marketing sector and is the Advancement, Marketing and Communications Director at CASPCA. She is passionate about animals, with two adopted dogs at home, and believes in people’s ability to do good in the world.
